SAR+ is uniquely qualified to service as an Owner’s Representative during the design development, permitting, pre-construction planning, and construction phases of development. By maintaining the Owner’s short and long-term interests, SAR+ maximizes the value of design, construction, and technical services provided by the consulting community. SAR+ is also expert at quickly identifying problems and conflicts and recommending or guiding the project team toward successful resolution.
SAR+ provides a full range of services and will offer a customized scope of work based on the proposed project and the client’s current in-house capabilities. A comprehensive typical scope of work is as follows:
Development Management Services
- Control and manage the design development process from an Owner’s budget and value engineering standpoint, including coordination of Owner’s Architects and Engineers (including environmental, geo-technical, civil, structural, and mechanical/electrical engineers) and Construction Manager;
- Assist Owner with preparation, refinement, and updates of development and construction financial pro-forma information as necessary to support the development and financing process;
- Direct and coordinate the efforts of the Owner’s legal permitting team with respect to obtaining zoning variances, right to build approvals, building permits, and any other permits which may be required by governmental authorities;
- Work in concert with the Owner’s other legal and business consultants to build and maintain positive community relations in order to gain support for the public approval process;
- Oversee the preparation of a project notification form and environmental impact report by the Owner’s consultants as necessary to begin the regulatory compliance process, and direct and manage the environmental approval process.
Pre Construction Planning Services
- Review, coordinate, and expedite preparation of schematic, design development, and construction drawings with Owner’s design architectural and engineering consulting team;
- Provide interface between the Owner’s leasing team, it’s design consultants, and the individual tenant representatives to meet leasing and marketing objects and to fulfill Owner’s requirements under the leases;
- Prepare requests for proposals, provide a value engineered bid analysis and contract award recommendations;
- Assist Owner to achieve a negotiated construction contract with a construction manager or general contractor that meets the owner’s budget and schedule requirements;
- Assist Owner during contract document and tenant work letter preparation process;
- Lead project team and pre-construction job meetings on behalf of the Owner and provide meeting records;
- Coordinate all pre-construction planning activities including preparation of a master development and construction budget, schedule and phasing plan in concert with the Owner’s construction manager.
Construction Management Services
- Organize and lead project team and construction job meetings on behalf of the Owner;
- Identify issues of a critical cost, schedule, or public relations nature and communicate to Owner with recommendation for solution;
- Facilitate resolution of conflicts between contract documents and actual field conditions uncovered;
- Perform contract administration of Owner’s contractor including reviewing, monitoring and expediting of:
- Project schedule and budget
- Buy-out and purchasing
- Submittal/approval process
- Long lead item tracking
- Requests for information
- Cost event tracking,
- Change order review and approval process
- Monthly cost and schedule updates
- Monthly consultant and contractor requisitions
- Punchlist completion
- Equipment commissioning
- Warranties, Guarantees, and O&M manuals
- Project closeout
- Coordinate with owner’s property management team toward project opening and transition, tenant move-ins and smooth successful operation of the project.
